Official Minutes

RICHLAND PARISH HOSPITAL SERVICE DISTRICT 1-A 

Special Meeting

April 5th, 2024

The Richland Parish Hospital Board of Commissioners met in a special session at 12:30 P.M, in the meeting room at the Richland Parish Hospital – Delhi.  The meeting was called to order by Chairman, Paul Lipe.

The following members were present: Mr. Paul Lipe, Mrs. Barbara Roark, Mr. Nathan Monroe, Mr. Michael Carroll, Corey Albritton, Mrs. Annie Guine 

New Business: 

Proposals for Equipment Planning Services was presented to the Board for review and approval.

Proposals were received from Mazzetti + GBA, PHG, ADAMS AND SM&W. The low bid received was from Mazzetti + GBA. 

Motion was made and seconded to approve the low bid proposal from Mazzetti + GBA.  

Motion carried unanimously. 

A request to approve the ratification of the agreement with Hotel and Restaurant Supply for Dietary Department Design Services was presented to the Board for review and approval. Only one Proposal was received from Hotel and Restaurant Supply. 

Motion was made and seconded to approve the proposal from Hotel and Restaurant Supply.  

Motion carried unanimously. 

Informing the Board that an application for Fiscal year 2025 Community Project Funding Appropriations Request was submitted to Congresswoman Julia Letlow’s office. The funding was requested for the construction of the new Outpatient Therapy and Diabetes Education Center 

As there was no further business, Motion was made by Mrs. Roark, seconded by Mr. Monroe to adjourn the meeting.

RICHLAND PARISH HOSPITAL SERVICE DISTRICT 1-A 

Regular meeting

April 2024 held May 24th, 2024

The Richland Parish Hospital Board of Commissioners met in a regular meeting session at 12:00 P.M, in the meeting room at the Richland Parish Hospital – Delhi.  The meeting was called to order by Chairman, Paul Lipe.

The following members were present: Mr. Paul Lipe, Mrs. Barbara Roark, Mr. Nathan Monroe, Mrs. Annie Guine, Mildred Greer, Corey Albritton, M.D. Absent

Motion was offered by Mrs. Roark, seconded by Mr. Monroe to approve the minutes of the previous meeting. 

Motion carried unanimously. 

The Committee Reports were presented and discussed.  The Delhi Medical Staff Committee Reports were presented and discussed.  The Reports presented were as follows: CQI, Transfusion, Surgery Review, Medical Records Review, Emergency Room Review, Utilization Review, Pharmacy & Therapeutics and Rural Health Clinic Review.  The Safety Committee minutes were presented to the Board.                                                                                                                                          

No items were presented to the Board for action/recommendation or follow-up.

The Statistical & Financial Reports were presented and discussed with comparisons for the Hospital and DCHC.  

Motion was offered and seconded to accept the financial report as presented.

Motion carried unanimously. 

Old Business:  None

New Business:

The ratification for bid accepting the selling of a dump trailer to the lowest bid submitted by Charles Taylor was presented to the Board for review and approval. 

Motion was made and seconded to ratify the acceptance of the low bid as presented.

Motion carried unanimously. 

The buy sell agreement for property on Ohio St. was presented to the Board for review and approval. 

Motion was made and seconded to approve the agreement as presented. 

Motion carried unanimously. 

An agreement with GHX EDI Network for Electronic Purchase Orders and invoicing was presented to the Board for review and approval. 

Motion was made and seconded to approve the agreement as presented. 

Motion carried unanimously. 

An agreement with HMS Valuation Partners for fair market valuation for specialty services was presented to the Board for review and approval. 

Motion was made and seconded to approve the agreement as presented. 

Motion carried unanimously. 

A Medical Scholarship was presented to the Board for review and approval. 

Motion was made and seconded to approve the medical scholarship as presented. 

Motion carried unanimously.

The initial credentialing for Teleradiology with Salient Radiology for Vikram Rao, MD teleradiology (VRAD nighthawk group) was presented to the Board for review and approval. 

Motion was made and seconded to approve the initial credentialing as presented.

Motion carried unanimously.

The following contract renewals was presented to the Board for review and approval.

Motion was made and seconded to approve the contract renewals as presented.

Motion carried unanimously. 

The 340B Policies and Procedures was presented to the Board for review and approval.

Motion was made and seconded to approve the Policies and Procedures as presented. 

Motion carried unanimously.  

The Community Outreach Report was presented to the Board for Review.

DCHC 

The DCHC Agenda Items were presented to the Board for review, discussion and approval.  

Motion was made by Mrs. Roark, seconded by Mr. Monroe to approve the DCHC Agenda items 

as presented.  

Motion carried unanimously.  Dr. Albritton abstained

As there was no further business, Motion was made and seconded to adjourn the meeting.
