Please be advised that the Parish Board of Election Supervisors will meet on Tuesday, October 8, 2024, at 10:00 a.m., to draw Commissioners and alternate Commissioners who will serve in the Election to be held on November 5, 2024.
The meeting will take place in the office of the Clerk of Court, located on the second floor of the Richland Parish Courthouse.

Early Notice and Public Review of a Proposed
Activity in a 100-Year Floodplain and Wetland
This is to give notice that the Town of Delhi has determined that the following proposed action under the Town’s LCDBG-MIT Watershed Initiative is located in the floodplains and wetlands, and the Town will be identifying and evaluating practicable alternatives to locating the action in the floodplains and wetlands and the potential impacts on the floodplains and wetlands from the proposed action, as required by Executive Order 11988 and 11990, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain and Wetland Management.
The funding will be used to construct storm water retention improvements in order to reduce flood risk within the Town. The construction activities will consist of the following: berm excavation, embankment and grading, retention pond excavation and grading, outlet control structure, planting habitat area of pond, parking area, tables, and benches, clearing and grubbing, excavation, regrade channel, 24” RCP Culvert, 30” RCP Culvert, CIPP Line 48” box culvert, CIPP Line 60” RCP Pipe, Temporary Haul Roads.
There are three primary purposes for this notice. First, people who may be affected by activities in floodplains and wetlands those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Second, an adequate public notice program can be an important public educational tool. The dissemination of information about floodplains and wetlands can facilitate and enhance Federal efforts to reduce the risks associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains and wetlands, it must inform those who may be put at greater or continued risk.

NOTICE OF OPPORTUNITY
FOR PUBLIC COMMENT ON PROPOSED SETTLEMENT AGREEMENT BETWEEN THE LOUISIANA DEPARTMENT OF ENVIRONMENTAL QUALITY AND THE ANDERSONS, INC.
The Louisiana Department of Environmental Quality and The Andersons, Inc. (Respondent), Agency Interest Number 201795, have entered into a proposed settlement agreement, Settlement Tracking No. SA-AE-24-0027, concerning the State’s allegations of environmental violations by Respondent at its facility in Richland Parish, Louisiana, which allegations are set forth in Notice of Potential Penalty, Enforcement Tracking No. AE-PP-23-00647.
The Department of Environmental Quality will accept comments on the proposed settlement for the next forty-five (45) days. The public is invited and encouraged to submit written comments to the Louisiana Department of Environmental Quality, Office of the Secretary, Legal Division, Post Office Box 4302, Baton Rouge, Louisiana 70821- 4302, Attention: Jay L. Glorioso, Attorney. All comments will be considered by the Department of Environmental Quality in reaching a decision on whether to make the settlement final.
