Notice is hereby given, pursuant to Article IV, Section 21(D)(1) of the Louisiana Constitution, that on August 27, 2024, Entergy Louisiana, LLC (“ELL”), a public utility providing retail electric and gas service throughout the State of Louisiana, filed with the Louisiana Public Service Commission (“LPSC”) its Formula Rate Plan (“FRP”) Rider Schedule FRP Evaluation Report and Workpapers for Test Year 2023.

The filing reflects an earned return on common equity (“EROE”) for the 2023 Evaluation Period/Test Year of 9.05%, which is below the approved FRP dead band. Pursuant to Section II.A.1 of the approved Global Settlement Stipulation Agreement, Base FRP Revenue will be increased by $120 million.  

The resulting FRP factors to be applied to the respective ELL rate classes effective for customer bills rendered on and after the first billing cycle of September 2024, are as follows:

It is estimated that the proposed adjustment in rates will have the following effects upon applicable Legacy ELL customers’ typical monthly bills: for a Residential customer using 1,000 kWh the bill would change by approximately $3.67; for a Small General Service customer using 50 kW and 12,500 kWh the bill would change by approximately $44.69; for a Large General Service customer using 1,000 kW and 500,000 kWh the bill would change by approximately $1,249.63

It is estimated that the proposed adjustment in rates will have the following effects upon applicable Legacy EGSL customers’ typical monthly bills: for a Residential customer using 1,000 kWh the bill would change by approximately $10.31; for a Small General Service customer using 5000 kWh the bill would change by approximately $28.12; for a Large General Service customer using 500 kW and 255,500 kWh the bill would change by approximately $776.35.

MAYOR  & BOARD OF ALDERMEN   

TOWN OF DELHI, LOUISIANA 

MONDAY, AUGUST 12, 2024 

CITY HALL COUNCIL CHAMBERS 

TIME- 5:30 P.M. 

The Mayor and Board of Aldermen, Town of Delhi, Louisiana, met in regular session on Monday, August 12, 2024. The meeting was called to order by Mayor Washington with an invocation and pledge led by Alderman Smith. The roll was called with the following answering:  Mayor Washington, Alderman McKinney, Alderman McDowell, Alderman Rancher, Alderman Smith. Alderman Burgess arrived at 5:56. Alderman Rancher made a motion to approve the agenda with correction to the date to 2025 in New Business #4, second by Alderman McDowell. Upon being put to a vote the motion carried. The vote was unanimous. 

Public Hearing- Ordinance 748 

An Ordinance in the Town of Delhi amend the 2023-2024 Operating Budget 

Alderman Rancher made a motion to open the public hearing.  

There were no comments.  

Alderman Rancher made a motion to close the public hearing. 

Adopt Ordinance 748- Mayor Washington read the heading. Alderman Rancher made a motion to adopt Ordinance 748, second by Alderman Smith. Roll call vote as follows: McKinney (y), McDowell (y), Rancher (y), Smith (y). Alderman Burgess was absent at this time. Motion carried. 

Business:   

Item #1- Approve Minutes- 

Alderman McKinney made a motion to approve the minutes with the necessary corrections, second by Alderman McDowell. Upon being put to a vote the motion carried. The vote was unanimous. 

Item #2-Financials- The board was provided with financials through May 2024. After discussions, Alderman Rancher made a motion to accept the financials, second by Alderman Smith. Upon being put to a vote the motion carried. The vote was unanimous. 

Item #3- CENLA-Absent 

Item #4- MML&H- Josh Barrett was on hand to give the updates on the ongoing projects for the Town of Delhi.  

Water Sector Sewer-In progress, building belt press. 

Water Sector Water-Sun Camp tank to be inspected on Aug. 13. 

Lead Service Survey-On track to meet deadline 

Streets-August 26th start date.

Item #1- Introduce Ordinance 749-Increase Garbage Rates 

Alderman McDowell made a motion to introduce Ordinance 749, second by Alderman Smith. Upon being put to a vote, the motion carried. The vote was unanimous. 

Item #2- Resolution- Adopt 2024 Millage Rate-11.75 Mills 

Alderman Rancher made a motion to approve the resolution, second by Alderman McKinney. Upon being put to a vote, the motion carried. The vote was unanimous. 

Item # 3- Introduce Ordinance 750- An Ordinance in the Town of Delhi, granting Atmos Energy Corp the franchise and rights to conduct in such municipality the business of acquiring, maintaining, constructing laying, repairing, replacing, installing, operating, and disposing of a gas system etc. 

Alderman McDowell made a motion to introduce Ordinance 750, second by Alderman Rancher. Upon being put to a vote, the motion carried. The vote was unanimous. 

Item #4- Introduce Ordinance 751- An ordinance adopting the General Fund and Sales Tax fund operating budget for the Town of Delhi 2024-2025 Fiscal Year beginning October 1, 2024 and ending September 30, 2025. 

Alderman Rancher made a motion to introduce ordnance 751, second by Alderman McDowell. Upon being put to a vote, the motion carried. The vote was unanimous. 

Item #5- Introduce Ordinance 752- An ordinance in the Town of Delhi setting the salary of the Mayor, Chief of Police & Town Clerk. 

Alderman McKinney made a motion to introduce ordinance 752, second by Alderman Rancher. Upon being put to a vote, the motion carried. The vote was unanimous. 

Item #6- Chad Parker-Building Inspector-Absent, place on next agenda. 

Item #7- Approve Travel-  

Talitha McCall-LASCP Conference Sept 26-27, Greenwood-Alderman Rancher made a motion to approve travel, second by Alderman Smith. Upon being put to a vote, the motion carried. The vote was unanimous. 

Nandeaner McDowell-LCMC Conference-October 20-25, Baton Rouge-Alderman Rancher made a motion to approve travel, second by Alderman Smith. Upon being put to a vote, the motion carried. The vote was unanimous. 

Item #8- Alderman McKinney-Discuss Backhoe 

Resolution-Lease Purchase agreement for the purpose of procuring a backhoe loader. 

Alderman McKinney made a motion to approve the resolution, second by Alderman Smith. Upon being put to a vote, the motion carried. The vote was unanimous. 

Item #9-Alderman Smith  

Alderman Smith discussed Amtrack coming through town and environmental court for blighted property.  

Item #10-Alderman Burgess 

Alderman Burgess discussed the restoration of baseball fields, flashing school zone signs and community pole cameras. He will bring back more information. 

Item #11- Public Works-Mr. Sean Parker-Mr. Parker provided a written report and reviewed each item. 

Item #12-Police Department- Chief Nathaniel Williams- 

Alderman Rancher made a motion to go into Executive session to talk to Chief Williams, second by Alderman Burgess.  

Upon being put to a vote, the motion carried. The vote was unanimous. 

Alderman Rancher made a motion to come out of Executive Session, second by Alderman Smith. Upon being put to a vote, the motion carried. The vote was unanimous.  

Chief Williams made a recommendation to the board to place Officer Christoper Jackson and Officer DeMarcus Teague on leave with pay until the LSP has completed the investigation of the officer involved shooting that took place on August 11, 2024. Alderman Rancher made a motion to accept the Chief’s recommendation, second by Alderman Burgess.  Upon being put to a vote, the motion carried. The vote was unanimous. 

Adjournment-Alderman Rancher made a motion to adjourn, second by Alderman McKinney Upon being put to a vote, the motion carried. The vote was unanimous. Meeting adjourned.
