INVITATION TO BID
The Housing Authority of the Town of Rayville will receive bids on 2022-2023 CFP for the Housing Authority of the Town of Rayville, until 11:00 a.m. on the 8th of August, 2024, at the offices of the Housing Authority of the Town of Rayville, 202 Waldorf Street, Rayville, Louisiana 71269, at which time and place all bids will be publicly opened and read aloud.
Proposed forms of Contract Documents, including plans and specifications may be examined at:

If hard copies are required, the cost will be $100 (non-refundable)
Copies of the bidding documents shall be secured by contacting SGB Architects, LLC, 1935 Airline Drive, Suite 200, Bossier City, Louisiana 71112 for each set of bidding documents obtained. Design professional will maintain a list of all prime bidders for the purpose of addenda.
A certified check or bank draft, payable to the Housing Authority of the City of Rayville, U.S. Government bonds, or a satisfactory bid bond executed by the bidders and acceptable sureties in an amount equal to five percent of the bid shall be submitted with each bid.
Bids shall be submitted on “Louisiana Uniform Bid Form” in Section E of the specifications located in the bidding documents, specifically referenced to this project.
The successful bidder will be required to furnish and pay for a performance and payment bond equaling the contract sum issued by a Bonding Company licensed to operate in the State of Louisiana.
Attention is called to the provisions for equal employment opportunity, and payment of not less than the minimum salaries and wages as set forth in the Specifications must be paid on this project.
Per La. R.S. 38:2214, withdrawal of a bid must be within 48 hours of bid time, by sworn affidavit, and only for patently obvious unintentional, and substantial clerical or mathematical errors. All other withdrawals will cause forfeiture of bid bond.
A pre-bid conference will be held at 11:00 am on the 30th of July, 2024, at the project site.
In accordance with the omnibus drug legislation enacted November 19, 1988, Drug-Free Workplace Act of 1988 (Pub. L. 100-690, Title V. Subtitle D) contractors and grantees of Federal Agencies must certify that they will provide drug-free workplaces. This required certification is a precondition of receiving a contract with the Housing Authority.
On any bid submitted in the amount of $50,000 or more, the Contractor shall certify that he holds an active license under Louisiana Revised Status 38:2150-2163 and show his license number on the bid and on the outside of the bid envelope. The licensee shall not be permitted to bid or perform any type or types of work not included in the classification under which his license was issued. The project classification for this project is “Building Construction” or “Plumbing”.
The Housing Authority of the city of Rayville reserves the right to reject any and all bids as the interest of the Housing Authority may require.

The President called the meeting to order with the invocation given by Mr. Adcock.
Pledge of Allegiance
Roll call revealed the following:
Present: Ms. Carroll; Messrs.: Craig, Powell, Jones, Reddick, Wiggins and Adcock
Absent: Mr. Colvin and Mr. Lively
Committee report - none
A motion was made by Mr. Wiggins to amend the agenda to discuss Gunby Dam and to move the Solar discussion up in the agenda. Gunby Dam was added as 9a and Solar was moved to 9b. This was seconded by Mr. Jones and passed with no opposition.
Motion by Mr. Wiggins, seconded by Mr. Craig to approve the minutes of the Richland Parish Police Jury Regular Meeting of June 3, 2024 as presented to the official journal - The Richland Beacon News. Motion passed with no opposition.
At this time the president recognized visitors – Mr. Johnson asked the jury about Old River Road and the LSU Ag center gave a quarterly update.
Mr. Colvin arrived at 6:05
Mr. Adcock made a motion to carpet the jury room. This was seconded by Mr. Powell and it passed with no opposition.
Mr. Lively arrived at 6:10
A motion was made by Mr. Wiggins, seconded by Mr. Colvin to name Parish Road 5510 Mercer Road (from Hwy 135 to Little Creek). Motion passed with no opposition.
Mr. Wiggins made a motion to bid out removal of vegetation from Gunby Dam. Mr. Colvin seconded the motion and it passed with no opposition.
A motion was made by Mr. Colvin to move forward and approve the variances to the solar ordinance as presented and to also give our attorney the authority to send a letter to the solar company on behalf of the jury outlining the changes. This was seconded by Mr. Lively and passed with no opposition.
The Secretary-Treasurer handed out the Revenue and Expenditures report (Budget vs Actual) and the bank balances for the month of June 2024.
Mr. Craig made a motion to moved $500k from the ARPA funds to the road fund to help cover some of the expenses incurred for chip sealing roads. This was seconded by Mr. Lively and passed with no opposition.
A motion was made by Mr. Wiggins, seconded by Mr. Lively to appoint the Parish Manager (Joey Evans) as the ethics designee. Ms. Carroll opposed and the motion passed.
Mr. Wright offered to pay to chip seal a portion of Tarver Road. This was taken under advisement to allow the attorney look into any issues.
Only one bid was received for the small excavator at the Alto barn. Mr. Lively made a motion to accept the bid for a 2024 Case CX80 excavator for 36 months at $2,475 per month. This was seconded by Mr. Wiggins and passed with no opposition.
Quotes from Scott Equipment for the purchase of a pneumatic roller and a sheep foot roller on state contract were presented to the jury. A motion was made by Mr. Wiggins and seconded by Mr. Adcock to purchase a new Volvo PT-125C Pneumatic roller for $108,405 and a Volvo SD115B compaction roller for $210,500 using ARPA funds. Motion passed with no opposition.
Mr. Lively made a motion for the Parish Manager to get three quotes for the heating and air work/upgrades on the second floor of the courthouse and to go with the lowest quote and to use ARPA funds. Mr. Wiggins seconded the motion and it passed with no opposition.
Mr. Adcock made a motion to allow a $100 Harvest Permit with proof of license and insurance and a road use plan and to also eliminate the $10,000 and $100,000 road bond. Mr. Craig seconded the motion and it passed with no opposition.
A motion was made by Mr. Wiggins to have Volkert engineering to provide specs and get bids on the remodel of the LSU Ag building and to bring it up to code and an addition and remodel to the Health Unit to provide space for the LSU Ag center. Mr. Lively seconded the motion and it passed with no opposition.
Mr. Wiggins made a motion to accept the bid of $84,300 on the Alto barn using ARPA funds. Mr. Colvin made a motion to table the Alto barn. This was seconded by Mr. Craig and passed with no opposition.
Mr. Colvin made a motion to go into executive session to discuss potential claims. This was seconded by Mr. Craig and passed with no opposition.
Mr. Colvin made a motion to go back into regular session. Mr. Craig seconded the motion and it passed with no opposition.
Mr. Colvin made a motion to renew the motion to table to the Alto barn for further discussion. This was seconded by Mr. Powell and passed with no opposition.
