Interested firms must maintain a current contractor license with the Louisiana State Licensing Board for Contractors for the major classification of Building Construction and certify that they are licensed contractors under Chapter 24 of Title 37 of the Louisiana Revised Statutes.
The selected contractor must comply with all requirements of authorities having jurisdiction over the project including, but not limited to, the United States Department of Agriculture Rural Development Community Facility program. The work performed is subject to compliance with all applicable rules, regulations and relevant orders of the Secretary of Labor, federal government, and State of Louisiana, all of which shall become contractual obligations. Failure of the general contractor to accept these obligations shall result in the rejection of the Qualifications Statement.
The Project is to be financed in whole or in part by funds which may not be readily available at the time Qualifications Statements are received. Consequently, any time periods set forth in La. Rev. Stat. Ann. §38:2215 or La. Rev. Stat. Ann. §38:2225.2.4 may not be applicable.

As to residential wastewater rates, volumetric rates will increase from the current residential wastewater rate of $2.51 per 1,000 gallons to $2.68 and from a minimum of $39.70 with no usage to a minimum of $42.43. As to residential water rates, volumetric rates for usage beyond the first 2,000 gallons will increase from the current residential water rate of $5.06 per 1,000 gallons to $5.15 and from a minimum of $24.76 for the first 2,000 gallons to $25.18.
As to residential water irrigation rates, volumetric rates for usage beyond the first 4,000 gallons will increase from the current residential water irrigation rate of $5.06 per 1,000 gallons to $5.15 and from a minimum of $24.76 for the first 4,000 gallons to $25.18.
As to commercial water rates, volumetric rates for usage beyond the first 4,000 gallons will increase from the current commercial water rate of $5.38 per 1,000 gallons to $5.47 and from a minimum of $102.12 for the first 4,000 gallons to $103.85.
As to commercial water irrigation rates, volumetric rates for usage beyond the first 4,000 gallons will increase from the current commercial water irrigation rate of $5.38 per 1,000 gallons to $5.47 and from a minimum of $102.12 for the first 4,000 gallons to $103.85.

The polling places above specified being the only polling places designated at which to hold the said election, it was therefore shown that there was a total of 720 votes cast IN FAVOR OF the Proposition and a total of 477 votes cast AGAINST the Proposition as hereinabove set forth. THE PROPOSITION DULY PASSED.
Therefore, this School Board did declare and proclaim and does hereby declare and proclaim in open and public session that Proposition as hereinabove set forth DULY PASSED by a majority of the votes cast by the qualified electors voting at the said special election held in the Parish of Richland on Saturday, April 27, 2024.
