MONDAY, APRIL 8, 2024
CITY HALL COUNCIL CHAMBERS
TIME- 5:30 P.M.
The Mayor and Board of Aldermen, Town of Delhi, Louisiana, met in regular session on Monday, April 8, 2024. The meeting was called to order by Mayor Washington with an invocation and pledge led by Alderman McDowell. The roll was called with the following answering: Mayor Washington, Alderman McKinney, Alderman McDowell, Alderman Rancher, Alderman Smith and Alderman Burgess. Alderman Smith made a motion to amend the agenda to allow a presentation from Matthew Nguyen, second by Alderman Burgess. Upon being put to a vote the motion carried. The vote was unanimous.
Old Business:
Item #1- Approve Minutes-
Alderman Rancher made a motion to approve the minutes, second by Alderman Burgess. Upon being put to a vote the motion carried. The vote was unanimous.
Item #2-Financials- The board was provided with financials through the month of January. After discussion, Alderman McKinney made a motion to accept the financials, second by Alderman McDowell. Upon being put to a vote the motion carried. The vote was unanimous.
Item #3- CENLA-Absent
Item #4- MML&H- Josh Barrett was on hand to give the updates on the ongoing projects for the Town of Delhi.
Pre-Application for Sewer Rehab has been submitted.
Downtown Drainage-Waiting on USDA
Water Sector Sewer-Progressing well
Tank Repainting-Pre-Construction Meeting scheduled for Thursday.
LWI-Salter St.-Advertising again for grant administrator.
Lead Survey-Process started-October deadline.

Item #1-Mayor Washington
Discuss repayment by Cameron McDowell-Place back on agenda
Discuss The Den Again-Mr. May, owner, was present. The board expressed safety concerns.
Item #2-Albert Christman- Discuss dilapidated buildings and “junk” automobiles
Mr. Christman expressed his concerns regarding numerous dilapidated buildings and junk automobiles within the city limits and asked what can be done. Junk automobiles are to be reported to the police dept. Mr. Christman also advised of Cars for Kids that will haul off such vehicles. Dilapidated homes should be reported to Town Hall so an initial letter can be sent to the property owner.
Item #3-Daniel Dixon-Regulations regarding use of off-road vehicles on public streets.
Mr. Dixon expressed the safety concerns. Such violations should be reported to the police dept.
Item #4-Mathew Nguyen-Sustainability
Mr. Nguyen and his associate reviewed infrastructure as a service.
Item #5-Public Works – Sean Parker-A written report was provided.
Item #6-Police Department-Chief Nathaniel Williams
Discuss Officer Contract-Put back on agenda when attorney can be present.
Item #7- Executive Session-Personnel-Discuss Officer Craig Frasier
Alderman Rancher made a motion to go into Executive Session to discuss personnel, Officer Craig Frasier, second by Alderman McDowell. . Upon being put to a vote, the motion carried. The vote was unanimous. Alderman Rancher made a motion to come out of Executive Session, second by Alderman Smith. Upon being put to a vote, the motion carried. The vote was unanimous.
Adjournment-Alderman Rancher made a motion to adjourn, second by Alderman Burgess. Upon being put to a vote, the motion carried. The vote was unanimous. Meeting adjourned.

Alderman Burgess made a motion to approve the agenda second by Alderman Smith. Upon being put to a vote the motion carried. The vote was unanimous.

Discuss violence in the Town of Delhi-Officer Neal Hardwell-Richland Parish Sheriff’s Office
Mayor Washington expressed his concerns for the safety of the citizens of the Town of Delhi. After discussion, Alderman Rancher made a motion to allow the RPSO to assist the Town of Delhi and Delhi Police Department, second by Alderman McDowell. Upon being put to a vote, the motion carried. The vote was unanimous.
Adjournment-Alderman Rancher made a motion to adjourn, second by Alderman McDowell. Upon being put to a vote, the motion carried. The vote was unanimous. Meeting adjourned.

Sealed bids marked “Sealed Bid –Town of Rayville Community Development Block Grant Project for Fiscal Year 2022 to be financed by the State of Louisiana CDBG Program” will be received by the Owner for the construction of the project described as follows: Rehabilitate existing Water Treatment Plant, rehab existing filters and softeners, and related work.
Proposals shall be addressed to the Town of Rayville, and delivered to the Office of the Mayor located at (address) 109 Benedette Street, Rayville, LA 71269 not later than 10:00 A.M. (local time), on the day of Tuesday, June 11, 2024. Sealed bids to be marked “Sealed Bid –Town of Rayville Community Development Block Grant Project for Fiscal Year 2022 to be financed by the State of Louisiana CDBG Program” Any bid received after the specified time and date will not be considered. The sealed bids will be publicly opened and read aloud at 10:00 A.M. (local time) on the day of Tuesday, June 11, 2024, at Town of Rayville, located at 109 Benedette Street, Rayville, LA 71269. Copies may be obtained at this office upon payment of a deposit of $ 150. This deposit will be refunded upon request in accordance with R.S. 38:2212. A CD of the Plans and Specifications may also be obtained upon payment of $25.00 which will be nonrefundable. The Contractor must pay shipping costs.
The Owner reserves the right to reject any and all bids for just cause; such actions will be in accordance with Title 38 of the Louisiana Revised Statutes.
Each bidder must be registered and have must have an active Unique Entity ID (SAM), as verified on www.sam.gov, prior to the beginning of construction.
Each Bidder must deposit with his/her bid, security in the amount, form, and subject to the conditions provided in the Information for Bidders. Sureties used for obtaining bonds must appear as acceptable on the U. S. Department of Treasury Circular 570.
No bidder may withdraw his/her bid within forty-five (45) days after the actual date of the opening thereof.
The Contractor shall begin mobilization and procurement of materials within ten (10) working days of the receipt of the Notice to Proceed.
The Attention of Bidders is called particularly to the requirements for conditions of employment to be observed and minimum wage rates to be paid under the Contract, Section 3, Segregated Facilities, Executive Order 11246, and all applicable laws and regulations of the Federal government and State of Louisiana and bonding and insurance requirements.
