REQUEST FOR QUALIFICATIONS STATEMENTS FOR CONSTRUCTION MANAGER AT-RISK SERVICES
Notice is hereby given that the Hospital Service District No. 1-A of the Parish of Richland d/b/a Richland Parish Hospital, a political subdivision of the State of Louisiana and Louisiana hospital service district, pursuant to La. Rev. Stat. Ann. §46:1051, (the “HSD”) is hereby soliciting qualifications statements (“Qualifications Statements”) from qualified and licensed general contractors to provide comprehensive pre-construction and construction management at-risk services for the construction of a state-of-the-art critical access hospital and rural health clinic facility in Delhi, Louisiana (the “Project”).
Qualifications Statements will be evaluated by the HSD based upon the following criteria:

A MANDATORY PRE-SUBMISSION PROJECT MEETING WILL BE HELD AT 407 CINCINNATI STREET DELHI, LOUISIANA 71232, OR VIA ZOOM ON MONDAY, JUNE 3, 2024 AT 3:00 PM CST. GHC ARCHITECTS WILL PROVIDE CONFERENCE CALL INFORMATION TO INTERESTED FIRMS. INTERESTED FIRMS MUST ATTEND THE PROJECT MEETING OR PARTICIPATE BY ZOOM TO SUBMIT THEIR QUALIFICATIONS STATEMENT TO BE CONSIDERED RESPONSIVE TO THIS SOLICITATION.
Sealed Qualifications Statements must be received at GHC Architects LLC, at 501 Government Street, Suite 200, Baton Rouge, Louisiana 70802 before 2:00PM on Monday, June 18, 2024 (the “Submission Deadline”). Any Qualifications Statements received after the Submission Deadline will not be considered. The HSD reserves the right to reject any or all Qualifications Statements for just cause.
Interested firms must maintain a current contractor license with the Louisiana State Licensing Board for Contractors for the major classification of Building Construction and certify that they are licensed contractors under Chapter 24 of Title 37 of the Louisiana Revised Statutes.
The selected contractor must comply with all requirements of authorities having jurisdiction over the project including, but not limited to, the United States Department of Agriculture Rural Development Community Facility program. The work performed is subject to compliance with all applicable rules, regulations and relevant orders of the Secretary of Labor, federal government, and State of Louisiana, all of which shall become contractual obligations. Failure of the general contractor to accept these obligations shall result in the rejection of the Qualifications Statement.
The Project is to be financed in whole or in part by funds which may not be readily available at the time Qualifications Statements are received. Consequently, any time periods set forth in La. Rev. Stat. Ann. §38:2215 or La. Rev. Stat. Ann. §38:2225.2.4 may not be applicable.

The President called the meeting to order with the invocation given by Mr. Adcock.
Pledge of Allegiance
Roll call revealed the following:
Present: Ms. Carroll; Messrs.: Craig, Powell, Jones, Colvin, Reddick, and Adcock
Absent: Mr. Wiggin and Mr. Lively
Committee Report – none.
A motion was made by Mr. Craig and seconded by Mr. Colvin to approve the agenda. Motion passed with no opposition.
Motion by Mr. Colvin, seconded by Mr. Adcock to approve the minutes of the Richland Parish Police Jury Regular Meeting of April 8, 2024 as presented to the official journal - The Richland Beacon News. Motion passed with no opposition.
At this time the president recognized visitors – none came forward to speak.
Mr. Colvin made a motion to purchase and install a railcar on the backside of A1 Sheetmetal. Mr. Craig seconded the motion and it passed with no opposition.
Mr. Colvin made a motion to bring Acadian Drive into the parish system. This was seconded by Mr. Craig and passed with no opposition.
Mr. Colvin made a motion to bring Steep Drive into the parish system. This was seconded by Mr. Craig and passed with no opposition.
Mr. Colvin gave an update on Gunby Dam. The Caldwell Parish Police Jury approved a resolution to allow the Richland Parish Police Jury to become the lead parish for Gunby Dam.
Mr. Colvin made a motion to rescind the motion from the April meeting to demo the LSU Ag building and relocate the employees to the Health Unit and to do a cost analysis of remodeling the current building or building a new facility. This was seconded by Mr. Craig and passed with no opposition.
Mr. Colvin made a motion to look into getting quotes on a new building with cold storage for the coroner. This was seconded by Mr. Powell and passed with no opposition.
Mr. Craig made a motion to table the solar projects and do more research. Mr. Jones seconded the motion and it passed with no opposition.
The Secretary-Treasurer handed out the Revenue and Expenditures report (Budget vs Actual) and the bank balances for the month of April 2024. No action taken.
The parish manger discussed the Christian Drive and road work.
A motion to adjourn was made by Mr. Colvin and seconded by Mr. Craig. Motion passed with no opposition.
