Call to order made by Mayor Matt Alexander
Present members: Council member LaPeteria Watson, Council member Jerry Newman, Council member Daniel Cavin, Sr., Council member Juanita Roberts
Absent members: Council member Carl Olds, Jr.
Invocation was made by Trenice K. Bowser
Approval to Adopt Agenda: Motion was made by Council member Newman and seconded by Council member Cavin . Vote met with unanimous approval.
Approval of minutes of previous meeting: Motion was made by Council member Newman and seconded by Council member Cavin. Vote with unanimous approval.
Mayor Alexander opened the floor to allow newly elected Council member Juanita Roberts to introduce herself. She stated that she’s representing District D and will work to clean up the old Tensas Rosenwald school lot. She also feels that the town’s contract with the Sheriff’s Department should be revisited.
Public Comments: Rod Webb asked if the Town could hire police for the Town instead of paying the Sheriff’s Office. Mayor Alexander stated that budget wise, it costs less to have the Sheriff’s Office patrol the town. Mr. Webb also asked to have agenda items added to the special meeting agenda. Mr. Edward Turner inquired about available funds for internet. Mayor Alexander stated that he will look into it. State Representative Candidate James “Jaime” Davis introduced himself to the town. He stated that he intends to bring the Representative Seat back to Tensas Parish and urged voters to come out and vote strong.
Gas Update: 65 more meters have been replaced and major leaks have been repaired.
Park Update: New equipment has been installed and the equipment for the splash pad will begin to be installed in two weeks.
Mural Update: The mural on the side of Town Hall has been completed and was paid for by a private donor.
Motion to donate the use of the Community House to Krishonda Winston for Thanksgiving for the elderly was made by Council member Newman and seconded by Council member Roberts. Vote with unanimous approval.
Motion to table purchase meter installation was made by Council member Newman and seconded by Council member Roberts. Vote with unanimous approval.
Jingle Jog and Tinsel in Tensas will be Saturday, November 25th, 2023
Blighted Property Update: Letters will be going out to property owners again. Mayor Alexander is asking for the community with letting property owners know that after the second is issued, the Town will clean the property and the owner will be charged.
Council member Roberts suggested that Executive Session items should be made public and placed on the agenda.

Approval to Adopt Agenda : Motion was made by Council member Olds and seconded by Council member Roberts. Vote with unanimous approval.
Approval of Minutes of Previous Meeting: Motion was made by Council member Olds and seconded by Council member Watson. Vote with unanimous approval.
Public Comments: Council member Roberts asked about the new business, P&H Market being on the agenda and it was already opened. Ms. Louise Taylor stated that there’s a difference between P&H Market and Shop All Daye; one being retail and the other a dry goods store. Mayor Alexander stated that he will make sure that the license and tax information is correct. Edward Turner asked if the town will receive revenue from P&H Market. Mayor Alexander said yes. Mr. Turner also asked if there are any activities scheduled for the kids during the Holiday Season. Mayor Alexander stated that there aren’t any activities scheduled. Ms. Margaret Triplett expressed concern about the gas leak on Ninth street. Mayor Alexander stated that our gas operator (Chris Roach) is working to fix the leak. Council member Roberts stated that the employee handbook for the Town of St. Joseph needs to be updated. Mr. Mark Guy asked if there is an ordinance concerning dogs because of a number of pit bulls being bred in town. Approval for quote for purchase meter installation: Motion was made by Couuncil member Cavin and seconded by Council member Olds. Vote with unanimous approval.
Walking Pig (Delta Bound) license renewal approval: Motion was made by Council member Olds and seconded by Council member Watson. Vote with unanimous approval.
PandH Market approval: Mayor Alexander will verify.
AT&T Fiber groundbreaking ceremony: 1,400 customers will be added to the network. New fiber optic lines will increase internet speed and provide better cell phone service (signal).
Park Update: Splash pad is now under construction and should be completed in about a month. Caution tape will be placed around the construction area and Mayor Alexander will speak with the Sheriff’s office about patrolling the area to deter trespassers.
Blighted Property Update: Some property owners are cleaning up their property. Letters concerning the properties will be going out to property owners around January 1st.
Gas Update: Mayor Alexander stated that he is aware of the gas leak on 9th street, which residents expressed their concerns about. He also stated that the leak is being repaired as promptly as possible and gas meters have been replaced .
Executive Session: Motion to go into executive session was made by Council member Olds and seconded
by Council member Watson. Vote with unanimous approval.
Motion to exit executive session was made by Council member Watson and seconded by Council member Cavin. Vote with unanimous approval.

The Tensas Parish Police Jury met this day in regular session convened. There were present the following officers and members to-wit:

Upon a motion by Billy Joe Arceneaux, duly seconded by Robert Clark, it was unanimously agreed to approve the minutes of the Regular Meeting held on November 28, 2023. Ayes have it. Motion carried.
Upon a motion by Alex Watson, duly seconded by Bill Crigler, it was unanimously agreed to approve the payment of bills as authorized by the Finance Committee. Ayes have it. Motion carried.
Upon a motion by Robert Clark, duly seconded by Bill Crigler, it was unanimously agreed to approve the Actual vs. Budgeted Financial Statements for the period ending November 30, 2023. Ayes have it. Motion carried.
Upon a motion by Billy Joe Arceneaux, duly seconded by Bill Crigler, it was unanimously agreed to approve materials for the Tensas Maintenance Unit. Ayes have it. Motion carried.
Upon a motion by Terrence South, duly seconded by Bill Crigler, it was unanimously agreed to open the floor for a Public Hearing on accepting the Financial Budget for FY 2024. Ayes have it. Motion carried.
Upon a motion by Bill Crigler, duly seconded by Billy Joe Arceneaux, it was unanimously agreed to close the floor on the Public Hearing. Ayes have it. Motion carried.
Upon a motion by Bill Crigler, duly seconded by Billy Joe Arceneaux, it was unanimously agreed to approve the Financial Budget for FY 2024. Ayes have it. Motion carried.
Upon a motion by Terrence South, duly seconded by Bill Crigler, it was unanimously agreed to approve the Amended Financial Budget for FY2023. Ayes have it. Motion carried.
Upon a motion by Billy Joe Arceneaux, duly seconded by Terrence South, it was unanimously agreed to approve the renewal of the Workman’s Comp Insurance policy for FY 2024. Ayes have it. Motion carried.
Upon a motion by Bill Crigler, duly seconded by Terrence South, it was unanimously agreed to appoint Mike Thompson and Kim LeBlanc to the Tensas Lake Bruin Lake Commission for a five-year term. Ayes have it. Motion carried.
Upon a motion by Terrence South, duly seconded by Alex Watson, it was unanimously agreed that Todd Merriett is to check his records to see if the Town of Newellton has any asphalt left for 2023. If so, the Jury agrees to approve a request from the Town of Newellton. Ayes have it. Motion carried.
Item sixteen was tabled until the next regularly scheduled meeting.
Upon a motion by Terrence South, duly seconded by Bill Crigler, it was unanimously agreed to set a Holiday schedule for Christmas and New Years as follows: Tensas Parish Police Jury will be closed Friday, December 22, Monday December 25, Friday December 29, and Monday January 1, 2024. Ayes have it. Motion carried.
Upon a motion by Bill Crigler, duly seconded by Billy Joe Arceneaux, it was unanimously agreed to cancel the Regular Meeting that was to be held on December 26, 2023. Ayes have it. Motion carried.
