The East Richland Water Works District is requesting Bids for the construction of the following Project:
POVERTY POINT PARKWAY WATER MAIN 
PROJECT NO. 22-08-708E
Bids for the construction of the Project will be received at the East Richland Water Works District  located at 1032 Highway 80, Delhi, LA 71232 until the  24th       day of October, 2023, 
10:00 AM local time and shall at that time and place publicly open bids and read them aloud.
The Project includes the following Work: Construct approximately 16,832’ – 8” dia. CL 150 C-900 Water Main, Valves, Bores, and Related Work.
Bids are requested for the following Contract: Contract D – Poverty Point Parkway Water Main, 
Project No. 22-08-708E
Owner anticipates that the Project’s total bid price will be approximately $   500,000.00. The Project has an expected duration of  150 calendar days.
The Issuing Office for the Bidding Documents is: McManus Consulting Engineers, Inc., 116 Smelser Road, Monroe, LA 71202. Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office on Monday through Friday between the hours of 8:00 AM and 4:00 PM, and may obtain copies of the Bidding Documents from the Issuing Office as described below. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office.
Printed copies of the Bidding Documents may be obtained from the Issuing Office by paying a deposit of $150  for each set. Deposits on first set of documents furnished to prime bidders shall be fully refunded upon return of the documents no later than ten days after receipt of bids.  On other sets of documents furnished to bidders, the deposit less the actual cost of reproduction, shall be refunded upon return of the documents no later than ten days after receipt of bids (LA R.S. 38.2212.D).  Compact Disc containing Bidding Documents (PDF) are available at a cost of $ 25 . All bids shall be accompanied by bid security in an amount of five percent (5.0%) of the sum of the base bid and all alternates. The form of this security shall be as stated in the Instructions to Bidders included in the Bid Documents for this project.
The successful Bidder shall be required to furnish a Performance and Payment Bond written as described in the Instructions to Bidders included in the Bid Documents for this project. 
Bidder is required to comply with provisions and requirements of LA R.S. 38:2212(B)(5). No bid may be withdrawn for a period of forty-five (45) days after receipt of bids, except under the provisions of LA. R.S. 38:2214.
The Owner reserves the right to reject any and all bids for just cause. In accordance with La. R.S. 38:2212(B)(1), the provisions and requirements of this Section; and those stated in the bidding documents shall not be waived by any entity.

IMPORTANT INFORMATION ABOUT YOUR DRINKING WATER
RIVER ROAD WATER SYSTEM Failed to Take Corrective Action Following Identification of a Significant Deficiency
On 05/25/2023 the Louisiana Department of Health (LOH) performed a detailed inspection and engineering evaluation of our water system called a sanitary survey. During this sanitary survey, they identified one or more significant deficiencies in our system. As our customers, you have a right to know what happened and what we are doing to correct this situation. According to EPA’s Ground Water Rule, we were required to correct the deficiency (or deficiencies) or work with the State to develop a plan to correct the deficiency (or deficiencies). However, we failed to correct the deficiency or contact the State before the established deadline and have therefore violated a requirement of the Ground Water Rule.
What should I do?
There is nothing you need to do. You do not need to boil your water or take other corrective actions. If a situation arises where the water is no longer safe to drink, you will be notified within 24 hours.
What does this mean?
This is not an emergency. If it had been an emergency, you would have been notified within 24 hours.
This significant deficiency has the potential to result in lack of proper treatment and oversight of the water system. Inadequately treated or inadequately protected water may contain disease? causing organisms. These organisms can cause symptoms such as diarrhea, nausea, cramps, and associated headaches. While we have not detected any evidence of contamination or other health threats related to our source water, we are still committed to correcting the deficiency to eliminate the threat of contamination.
What was done?
All violations have either been corrected or are in the process of being corrected. Standby generators have been ordered for both well sites with installation for one already underway. All fencing has been repaired and cleared of vegetation growth. Discharge piping has been refurbished and splash pads have been installed to avoid soil erosion. Construction at well site Hwy 852 is currently underway. The completion of this project will clear up any remaining violations and is being completed by state approved contractors as part of our system rehabilitation through the Water Sector Program.
Please share this information with all the other people who drink this water, especially those who may not have received this notice directly (for example, people in apartments, nursing homes, schools, and businesses). You can do this by posting this notice in a public place or distributing copies by hand or mail.
