PERFORMANCE HEARING / PUBLIC NOTICE #3

The Town of Rayville will hold a Public Hearing to obtain citizens’ views and to respond to questions relative to the Town’s performance on its FY 2021 LCDBG HVAC Project (Project #2000608423 – Rayville Civic Center). The meeting will be on Thursday, May 2, 2024 at 3:30 P.M. in the Town of Rayville Town Hall.

The Louisiana Community Development Block Grant Program (LCDBG) has established four (4) major goals (objectives) for Community Development Programs:  

A. Strengthen community economic development through the creation of jobs, stimulation of proven investment, and community revitalization, principally for low and moderate-income persons.

B. Benefit low-moderate income persons.

C. Eliminate or aid in prevention of slums or blight.

D. Provide for other community development needs having a particular urgency because existing conditions pose a serious and immediate threat to the health or welfare of the community where other financial resources are not available to meet such needs.

This Public Hearing will include a discussion of Town’s performance on their FY 2021 LCDBG HVAC Project; the amount of funds expended, the benefit to low/moderate income persons, and related Project outcomes (replace HVAC in Town of Rayville).  Project records are on file at the Town Hall and may be reviewed by citizens each working day during regular working hours.

All residents of Town of Rayville are invited to attend this Hearing and to review Project Performance and to express their views and make comments both written and verbal on all aspects of the program and the Project.  Written comments can be sent to Harry Lewis, Mayor, P.O. Box 878, Rayville, LA  71269-0878.  Facilities for the handicapped will be provided, as will interpreters for non-English speaking persons.  All citizens of Town of Rayville are encouraged to attend and participate, particularly low/moderate income persons.

Richland Parish Police Jury

Regular Meeting – 6:00 P.M.

April 8, 2024

The President called the meeting to order with the invocation given by Mr. Lively.

Pledge of Allegiance 

Roll call revealed the following:

Present: Messrs.: Powell, Jones, Colvin, Reddick, Lively, Wiggins, Craig and Adcock

Absent:  Ms. Carroll

Committee Report – none.

A motion was made by Mr. Lively and seconded by Mr. Colvin to approve the agenda.  Mr. Wiggins requested to amend the agenda to add Mrs. Mary Brunson to replace Mrs. Mary Pruitt on the Richland Parish Library Board.  The president added this to the agenda as line item 13a.  Mr. Lively made a motion to approve agenda.  This was seconded by Mr. Colvin and passed with no opposition.

Ms. Carroll arrived at 6:03 PM.

Motion by Mr. Lively, seconded by Mr. Adcock to approve the minutes of the Richland Parish Police Jury Regular Meeting of March 4, 2024 as presented to the official journal - The Richland Beacon News. Motion passed with no opposition.

At this time the president recognized visitors.  Mr. Davidson asked about the process to build a duplex on his property.  The LSU Ag center gave a quarterly report.

Mr. Colvin made a motion for Richland Parish Police Jury to take the lead on the Gunby Dam project (and have Caldwell Police Jury approve at their next meeting) and as we move forward to keep both parties informed.  Mr. Wiggins seconded the motion and it passed with no opposition.

Mr. Lively made a motion to approve River Birch Subdivision and to name a road River Birch Loop for 911 purposes only.  This was seconded by Mr. Wiggins and passed with no opposition.

Mr. Sheldon Jones and Mrs. Georgia Ineichen were in attendance and discussed a proposed sales tax to fund school resource officers for all existing schools in the parish.  This tax will be on the April ballot.

A motion was made by Mr. Colvin to purchase and install a railcar for drainage for David Moore.  This was seconded by Mr. Powell.  Ms. Carroll and Mr. Adcock opposed and Mr. Wiggins abstained.  The motion passed.

Mr. Wiggins made a motion to name Parish Road 4455C – Lazy M Lane.  This was seconded by Mr. Lively and passed with no opposition.

A motion was made by Mr. Wiggins, seconded by Mr. Lively to appoint Mrs. Mary Brunson to the Library Board.  She will replace Mrs. Mary Prewitt who resigned.  Motion passed with no opposition.

The Secretary-Treasurer handed out the Revenue and Expenditures report (Budget vs Actual) and the bank balances for the month of March 2024. No action taken.  

Mr. Lively made a motion to pay for the installation of the generator that was purchased for River Road Water System using ARPA funds.  This was seconded by Mr. Adcock and passed with no opposition.

A motion was made by Mr. Colvin, seconded by Mr. Lively to approve a Cooperative Endeavor Agreement with Green Oaks Detention Center.  Motion passed with no opposition.

There were no bids received for the health unit and courthouse roofs.

Mr. Wiggins made a motion to move the LSU Ag center to the health unit and to demo the building with space to be used for parking at the courthouse.  This was seconded by Mr. Lively and passed with no opposition.

Mr. Lively made a motion to charge $400 for commercial properties up to $400,000 and anything over $400,000 will be charged at 1%.  This was seconded by Mr. Powell.  Mr Colvin abstained from voting.  This motion passed.

A motion was made by Mr. Colvin, seconded by Mr. Lively to purchase a railcar to replace a bridge on Overcupp Road.  Motion passed with no opposition.

Motion by Mr. Colvin, second by Mr. Lively to take the solar panel project under advisement.  Motion passed with no opposition.

A motion was made by Mr. Lively to go into executive session.  This was seconded by Mr. Wiggins and passed with no opposition.

Mr. Colvin made a motion to return to regular session.  This was seconded by Mr. Wiggins and passed with no opposition.

Mr. Wiggins made a motion to turn the Freddy Handy lawsuit over to the insurance company.  This was seconded by Mr. Adcock and passed with no opposition.

A motion to adjourn was made by Mr. Lively and seconded by Mr. Craig.  Motion passed with no opposition.
